Here is a guide to developing background skills to utilize as effects and tricks for your powers.

Rating Title Description
0 Untrained You have no training.
1-3 Novice You have taken an interest in the topic/hobby/field/skill and are learning concepts and core values, you are a student still learning.
4-6 Proficient You are competent and can make a livable wage utilizing the skill. The lower end you may still be a rookie while 6 is competent and self sufficient and capable of making a decent living off the skill.
7-9 Veteran You are a highly skilled and well respected. You most likely are capable of teaching the skill to others and have some renown for your abilities. These are doctorate level individuals or professional atheletes of the highest level.
10-12 Master You are elite and well known at 10, by 12 you are practically one of a kind. If you meet another at level 12 in competition of some sort, it would draw attention. Not only are you a known professional, you are considered a game changer, a once in a generation type of individual.

Super powers

Any basic ability that only affects yourself is 2 points. Breath water, walk on walls, teleport, shapeshift, etc. Remember movement in combat is covered as an action skill, a background skill defines it further. Your movement may be flight, but this could define speed or your strength while flying.

Start at your base line and use the following to add to it as needed. Note that we cannot cover everything but we change each step by a factor of 2 (doubling while increasing of halving when decreasing).

For some comparison, 7-8 points is running coast to coast across the US in 1 hour. 11 points is running around the world in one hour, and 12 is twice around the earth in one hour.

For some comparison. 4 Points is lifting and throwing around horses. 6 points is lifting the average car. 8 is large truck/dump truck. 11 is tanks.

A quick natural break takes 6 to 12 weeks, our 1 is the fastest natural recover time and applied to all breaks not minor breaks.

Limits, restrictions, bans

Our ability level is in the range of 'street' level. This can mean a lot in comics, when we use the term we mean lower powered that most comics. This can be seen above, our levels are impressive but less than most paragons in most comics, and well below cosmic levels.

There are a few concepts that are banned or will not work with the system as we're have envisioned it. The include the following:

Time Manipulation, Invulnerability, Immortality

We are also urban fantasy and mortality is an issue. Injury, death and consequences are things to be accepted and faced rather than altered.

You can have a high durability, represented in the 'Defend' skill, this will be used to block/deflect/diminish most attacks to begin with. A high body means you can take more super hits as well, but no one is impervious to damage.

Utilization as BG Skills

Some Examples of the above:

We'll use an example NPC: Dave the Turtle, a quagmire like super hero.

David has the ability of quagmire. We know it slows down opponents in combat, reflected in misses or near misses, it can even slow down speedsters. It comes down to initiative, timing, effective power utilization between him and his opponent, reflected in the combat stats we use.

But what about outside of combat?

Slow Groups/Vehicles/etc.

Let's say he wants to use goo puddle to express covering an area to slow things down, this includes groups of people. Its not an additional ability, nothing else happens to the group other than he slows them down. It would just be a bg skill named goo group slow or something similar:

BG Skill: Goo Group Slow (6 dots). Its 2 dots to slow down something else by 1/2 speed, leaving 4 dots to do additional tricks with this ability.
He could slow down 8 people around his person (within 5 meters): 4 dots
He could slow down 4 people within 100 meters of himself: 2 dots for group of 4, 2 dots for 100 meter range
He could slow down 2 people withing 200 meters: 1 dot for 2 people, 3 dots for 200 meters.
He could slow down 1 horse: 4 dots Strength.
He could slow down an escaped lion at the zoo from 50 meters away: 3 points for up to 600 lbs, 1 point for 50 meter range.

Ranged Dexterity/Strength

What if he wants to use his an extension arm of goo somehow to lift and move objects or conduct fine motor skills, like opening doors, operating light switches or even a keyboard?

BG Skill: Stretcho Goo: (4 dots). 2 dots for ranged manipulation.
He could lift a 300 lb rock/item at 50 meters.
He could stretch out

So, if its around his immediate person, David can 1,200 pounds with goo strength or an extended limb of some sort. Or he could stretch it out to 400 meters and conduct normal strength and dexterity, like punch a sucker or open an unlocked door. He could stretch out 200 meters and operate a computer, one handed, or 100 meters with two hands typing 40 wpm (average human speed). He could stretch out 50 meters and be more dexterous (80 words per minute).

Wall Oozing

David can adhere to walls with his goo, his goo naturally clings to a wall and he can use this for locomotion via extended legs and arms for swinging action even.

BG Skills: Ooze Move: (5 dots). Swining and moving through buildings/trees and tall structures that allow him to stretch and hold onto, he can move up to at about 480 mph if he's just moving. If he's carrying something, reduce by one step for each step increase in strength; 300 pounds or ~2 people would be 2 dots strength and reduce his move to
